History of the Madison County Community Health Center(s) Inc.

 

The Madison County Community Health Center(s) is a non-profit 501 ©(3) organization.

 

Under the leadership of  Anthony J. Malone and a small group of local citizens it was founded in May 1999, incorporated in the state of Indiana in August 1999, received its federal IRS approval May 2000, achieved ISDH CHC Status in July 2000 and began clinical operations September 2000 on Madison Avenue. The Administrative offices were located at 1101 N. Meridian Plaza.  In  January 2002 the Center relocated to 1547 Ohio Avenue and March 2003 achieved its FQHC/330 status. It is affiliated with the Indiana Primary Health Care Association, National Association of Community Health Centers and is governed by a 17-member majority consumer driven corporate board of directors representing a cross- section of the community. It is inclusive of gender, culture and ethnic origins. It provides primary medical services  from two locations, 1547 Ohio Avenue (Anderson) 1/2002  and 1817 ½ South A. Street (Elwood) 8/2001 and several outreach locations.

 


Founding Purpose (Vision)
:

The founding purpose of the Madison County Community Health Center is to create healthcare services and opportunities that strive to eliminate health access barriers and problems of disparities affecting the socially and economically “poor” in our community.

 


Founding Mission:

The founding mission is to establish a “medical home” for the uninsured and underinsured, inclusive of Medicaid and Medicare populations of Madison County.

 


Financial Support Sources:

The MCCHC’s major funding sources include the following grants and donations:  ISDH grants (capital and operational), Community Hospital financial and service donation, St. John’s Health Systems’ service donation, St. Vincent Mercy financial and service donations, Madison County Government Food and Beverage grant, Anderson Community Development grant, donations from individuals and organizations and, United Way of Madison County (Patient Care Program). It also derives income from patient services fees including Medicaid, Medicare and sliding fee funds. The city of Anderson purchased the original Ohio Ave. building.  County Commissioners donated additional property. The Center achieved its FQHC (Federal Qualified Health Centers) status and a 330 grant in March 2003. Operational and construction (capital) loans were secured from Anderson Revolving fund and a consortium of local banks.  The Center has recently launched a Capital Campaign. It is also enhancing a Donor program to compliment its Membership program.

 

The Northern Madison County Community Health Center located at 1817 ½ So. A Street began operations on August 2, 2001 largely due to the extra-support provided by St. Vincent Mercy Hospital (Elwood) that enabled the Northern Madison County Center to began operations as was the case with Community Hospital of Anderson and the initial launching of Anderson Center (September 2000) on So. Madison Ave.

 


Future  Plans:

The Board of Directors has endorsed a long-range plan of implementing a comprehensive primary care system including the implementation of dental and vision clinics, women and children clinics, laboratory and diagnostic services and a full range of preventive health programs.
